BOSTON — Massachusetts banned the sale of flavored cigarettes and vaping products more than four years ago, but those products are still getting into the state through the underground market — and the state is losing out on a lot of money because of it.

That’s according to a new report by nonpartisan Tax Foundation which ranks Massachusetts fourth highest in the nation for inbound illegal tobacco smuggling, with an estimated loss of more than $224 million in revenue in 2022. The report estimates 39.7% of the cigarettes consumed in the state come from the illegal market.
