The Senate plans to vote next week on a policy-heavy $3.64 billion environmental borrowing bill that looks to pump state money into climate resilience improvements, land conservation efforts, clean water and more.

The bill that emerged Wednesday morning from the Senate Ways and Means Committee (S 3050) would also ban single-use plastic carryout bags at all retailers and impose a 10-cent fee for recyclable paper bags. It is set to be debated Wednesday.
