BOSTON — Health regulators say a proposed primary care partnership between Mass General Brigham and CVS MinuteClinic would significantly increase spending, potentially boost access to care for adults with some limitations, and restrict currently available pediatric services.

The proposed clinical affiliation would increase annual commercial spending by about $40 million by the third year of the transaction, the Health Policy Commission said in a preliminary report released Thursday. But that is a “conservative” estimate that assumes CVS fills only 35% of its primary care patient panels, the HPC’s so-called cost and market impact review found.
